Howard County Sheriff’s Office: Phone, Address, Civil Process & Jail Help
Howard County has an unusual service split that older online guides often get wrong. The Howard County Sheriff’s Office does not operate the county jail and is not the county’s primary general police department. The Sheriff focuses heavily on court security, civil process, warrants, prisoner transportation, domestic-violence orders and landlord/tenant enforcement.
General county policing is handled by the Howard County Police Department, while the Howard County Department of Corrections operates the Detention Center and Central Booking Facility. Knowing that division before you call can save a long chain of transfers.

Howard County Bond Information Comes From Corrections and the District Court Commissioner
Howard County says bond hearings are held Monday through Friday, excluding holidays, by the District Court.
After a bond is posted
The District Court Commissioner issues the appropriate release documents. Those documents are then delivered to the Detention Center’s Upper Control window for processing.
The county cautions that a person released by a court proceeding must return to the Detention Center for release processing, and court documents may not reach the facility until other court matters are completed.
Time-served release
Howard County says most time-served releases occur around 8:00 a.m. The Detention Center does not provide a pending release date and time by telephone; the incarcerated person receives that information.
- Scroll to Bond Release Information.
- Use 410-313-5233 after 2:00 p.m. for same-day bond-hearing results.
- Call 410-313-4740 for instructions on posting bond.
- Obtain the proper release documents.
- Expect additional Detention Center processing after the documents arrive.
Howard County Detention Center Inmate Mail Address
The current Howard County Corrections page lists the following mailing format for incarcerated individuals:

- Verify the incarcerated person’s ID before addressing the envelope.
- Review current facility information and visitor resources.
- Call Corrections at 410-313-5200 if you need clarification about legal mail, packages or restricted items.

- Confirm the defendant lives or works in Howard County.
- Identify whether the document came from Circuit Court, District Court or an out-of-state court.
- Check that at least two weeks remain before expiration.
- Prepare the $60-per-paper fee using an accepted payment type.
- Bring valid ID when dropping off papers in person.
- Use 410-313-4168 to check service status.
Howard County Eviction Enforcement Is Handled by the Sheriff
The Sheriff’s Landlord/Tenant Section handles court-ordered eviction enforcement. A landlord does not carry out the Sheriff’s role independently.
The county’s current landlord/tenant guidance says that once the Sheriff receives a warrant of restitution, the office works with the landlord to schedule the eviction.
Under current Howard County guidance, the landlord must provide the tenant written notice at least 14 days before the scheduled eviction. The Sheriff then posts a notice showing the scheduled date and time.
Evictions cannot take place on Saturday, Sunday or a holiday and are conducted during court business hours.
- Identify whether the matter involves failure to pay rent, breach of lease, holding over or another court order.
- Confirm the proper court document has been issued.
- Review the current eviction scheduling process.
- Review the current notice requirements.
- Call 410-313-4222 for a case-specific procedural question.
Howard County Sheriff Warrant Questions
The Sheriff’s Warrant/Fugitive Section handles designated criminal grand-jury indictments, bench warrants and juvenile warrants issued from the Circuit Court for Howard County, as well as civil body attachments from Maryland District Court.
- Review the types of warrants the Sheriff unit handles.
- Use 410-313-4174 for information about a fugitive tip or unit procedure.
- Do not confront or attempt to detain a wanted person.
- If you believe a warrant may be for you, verify through official court or law-enforcement channels.
- Consider legal advice before voluntarily appearing when you are unsure of the consequences.
Howard County Sheriff Domestic Violence Unit
The Howard County Sheriff’s Office says it has had sole responsibility for enforcement of domestic-violence orders in the county since July 1999.
The Sheriff also serves as the designated county law-enforcement agency for firearms surrendered or removed under applicable protective orders.
- Review the unit’s enforcement role.
- Use the advocate number when victim-resource help is needed.
- Follow current instructions for court-ordered firearm surrender or return.
- Use VINE information on the page when custody notifications are appropriate.
- Call 911 for immediate danger.
Request Howard County Sheriff Public Records
Maryland county records are generally handled under the Maryland Public Information Act, not the federal Freedom of Information Act.
Howard County’s PIA guidance says an agency generally responds no later than 30 days after receiving a request. When the request will take more than 10 working days, the agency generally provides an estimated completion time and applicable fee information.
- Find the department that owns the requested record.
- Use its current request route.
- Describe the record clearly enough to locate it.
- Include useful identifiers.
- Ask for a fee estimate when cost matters.
- Keep your request confirmation and correspondence.
How to File or Request a Howard County Police Report
For ordinary county policing, use the Howard County Police Department rather than the Sheriff.
Online police reports
HCPD allows online reporting for selected non-emergency incidents. The incident must meet the current eligibility requirements shown by Police.
- Confirm the situation is not an emergency.
- Confirm the incident occurred within Howard County.
- Read the current known-suspect and witness restrictions.
- Select the correct report category.
- Complete the incident details accurately.
- Use 410-313-2200 instead when a police response is needed.
Existing police report, 911 audio or body-camera footage
The Police Department currently directs public requests for police reports and 911/radio recordings to TheRecordsSection@howardcountymd.gov. Body-worn-camera requests use BWCIMHCPD@howardcountymd.gov.
Howard County Mistakes That Are Easy to Avoid
- Do not call the Sheriff for every police incident. General county policing is handled by Howard County Police.
- Do not call the Sheriff as the jail operator. Howard County Department of Corrections runs the Detention Center.
- Use 9250 Judicial Way for the Sheriff. Older pages can still show former courthouse-area addresses.
- Use 7301 Waterloo Road for the Detention Center.
- Use 410-313-2200 for non-emergency Police/Fire/EMS dispatch.
- Use the arresting agency for the original incident report. Booking at Central Booking does not transfer report ownership to Corrections.
- Check the housing unit before planning a visit. Howard County visitation schedules vary by housing assignment.
- Do not hand cash directly to the jail for an inmate account. Follow the current kiosk/Access Corrections process.
- Do not assume bond payment means immediate release. Proper release documents and Detention Center processing still have to occur.
- Do not treat a jail or warrant entry as a conviction. Use Maryland Judiciary records for court disposition.

Freshness: phone numbers, inmate resources, visitation schedules, civil fees, court procedures and public-record rules can change. Verify time-sensitive information through the linked official agency immediately before acting.
Legal and privacy notice: an arrest, warrant or custody record does not establish guilt. Juvenile, sealed, confidential and otherwise restricted records may not be publicly available.
