El Paso County Sheriff’s Office Phone Number, Address & Locations
The El Paso County Sheriff’s Office serves a large border county where the right phone number or building depends heavily on what you are trying to do. Sheriff administration is on Justice Street, current jail inmates are housed downtown or at the Jail Annex, public fingerprinting is handled at headquarters, and criminal reports can also be requested at two patrol stations.
If a family member has been arrested, start with the county’s current jail-record search rather than older El Paso Sheriff websites still circulating in search results. If you need a police report, background check, warrant search, fingerprint card, victim help or civil process, use the separate official route for that task.

Sheriff Oscar Ugarte and the El Paso County Sheriff’s Office
Oscar Ugarte was elected El Paso County Sheriff in 2024 and took office January 1, 2025. His background includes service as a corrections officer, police officer, county court bailiff, deputy constable and elected Constable before becoming Sheriff.
The Sheriff’s Office includes patrol, criminal investigations, detention, communications, records, civil process, victim services, sex-offender registration, emergency management, community services, training and other specialized functions.
The current Sheriff website also notes that EPCSO became the first Sheriff’s Office in Texas to receive CALEA law-enforcement accreditation in 2001 and later achieved the Tri-Arc Excellence Award.
- Review the current Sheriff’s professional background.
- Use the Sheriff directory rather than an older cached administration page for current command information.
- Return to the main Sheriff page for specific public services.

El Paso County Inmate Search
The county’s current Records Search hub links directly to an Odyssey jail-record search for current jailings only. This replaces older third-party or legacy Sheriff URLs that may still appear in search results.
- Complete the CAPTCHA when requested.
- Search the inmate’s legal name.
- Review the matching current jail result.
- Save the identifying information before leaving the page.
- If the portal is slow, use the county’s Records Search page as a fallback.
- For extensive record or case details, contact the County Clerk or District Clerk as directed by the county.
Check El Paso County Jail Bond Records Separately
El Paso County provides a separate jail-bond search. Use it rather than assuming the amount you saw on an old booking screenshot is still current.
- Search the correct defendant.
- Compare the case and jail information.
- Review every listed bond rather than only the first charge.
- Check for additional cases or holds.
- Call the Downtown Detention Facility bonding line at 915-273-3767 when current release information matters.
The Downtown Detention Facility houses the Bond and Inmate Trust Section and is also the location used by the El Paso County Bail Bond Board.
Bail bond companies are locally regulated
El Paso County has a Bail Bond Board responsible for licensing and regulating bail bondsmen under Texas law. The Board is located at the Downtown Detention Facility, 601 E Overland.
El Paso County Warrant Search
The County Records Search page includes a direct search for warrants issued by the El Paso County Sheriff’s Office.
- Search the complete legal name.
- Compare available identity details carefully.
- Do not confront a person because a similar name appears.
- Do not send money to someone who contacted you first.
- If a possible warrant concerns you personally, consider legal advice before appearing at a law-enforcement office.
Use the Court Search for Filed Criminal Charges
Once the arrest reaches court, the county criminal-case search is more useful than repeatedly refreshing the jail page.
- Search by name or cause number.
- Confirm the defendant carefully.
- Review filed charges and court information.
- Check the latest setting rather than relying on an old jail record.
- Contact the County Clerk or District Clerk when you need an official record or help identifying the correct court.
The county’s Public Defender client resources specifically distinguish jail records, jail bond records and case settings. They answer different questions and should not be treated as interchangeable databases.
El Paso County Jail Visitation
Both detention facilities publish weekend visitation schedules, but the Downtown Detention Facility schedules visits by floor, while the Jail Annex schedules by pod number.

El Paso County Inmate Phone and Messaging Services
The current dedicated Inmate Telephone Service page directs families to ViaPath Technologies for inmate telephone services, messaging, video visitation and tablet content.
The same page also links to iCare for commissary gift packages and to the Outside Inside Connection for certain meals or gift baskets.
- Use the ViaPath link supplied by El Paso County.
- Create or fund the appropriate account.
- Confirm the correct inmate.
- Review current provider pricing before adding funds.
- Use iCare only when you are trying to purchase an approved gift package.
How to Mail a Letter to an El Paso County Inmate
Personal inmate correspondence is now sent to a designated scanning address. The mail is scanned to PDF, reviewed and then delivered electronically to the inmate through the facility messaging system.
The county identifies TextBehind as the support contact for family mail-delivery issues and lists info@TextBehind.com for assistance.
Mail rules worth checking before sealing the envelope
- No tape or stickers on letters.
- No glue, paste or unknown residue.
- No postage stamps, blank envelopes or stationery items.
- No more than five photos.
- No Polaroid photos.
- Photos may not exceed 5 by 7 inches.
- Hardcover books and jewelry are prohibited.
- Soft-cover books, magazines and newspapers must come directly from an authorized bookstore or publisher under the county’s current rule.
El Paso County Jail Commissary and Money Deposits
The current detention guidance says commissary is distributed each Friday and money must be received before 4:00 p.m. Thursday for the inmate to use it for that commissary cycle.
The county also lists in-person money-deposit service at the Downtown Jail Monday through Friday from 8:00 a.m. to 4:45 p.m..
Accepted mailed financial items include money orders, cashier’s checks, U.S. Treasury checks and checks from other penal institutions. The county says cash, foreign checks, payroll checks and personal checks will be returned.
- Find the commissary and mail sections.
- Confirm the current cutoff before sending or delivering money.
- Check the current provider link before making an online deposit.
- Keep the payment confirmation until the inmate verifies credit.

El Paso County Sheriff Background Checks and Clearance Letters

- Decide whether a local EPCSO-only search is sufficient.
- Download the current bilingual request form.
- Obtain notarized authorization when another person is requesting the record.
- Follow the current in-person or mail instructions.
- Use Texas DPS instead when a broader criminal-history search is required.

- Search the correct person or area.
- Compare identity information carefully.
- Contact SORT about registration-compliance questions rather than confronting a registrant.
Victim Services and Texas VINE
The Sheriff’s Crime Victims Services Section provides crisis counseling, social-service referrals, assistance with Crime Victims’ Compensation, follow-up support and justice-system advocacy.

Alarm permits in unincorporated El Paso County
The Sheriff processes alarm permits under the county alarm order for unincorporated areas.
Complaint about a Sheriff employee
EPCSO allows members of the public to submit a complaint to an employee’s supervisor or through Internal Affairs. The Sheriff says complaints are reviewed and investigated, and the complainant is informed of the final outcome.
- Choose English or Spanish.
- Describe the conduct factually.
- Include date, time, location and employee information when known.
- Do not knowingly submit false information.
- Use 911 instead when immediate emergency assistance is required.
Crisis Intervention Team
The Crisis Intervention Team pairs Sheriff deputies with Emergence Health Network clinicians for mental-health-related calls in unincorporated El Paso County.
The CIT office number is 915-273-3811, but the Sheriff specifically says this number is not for emergencies. Use 911 for an immediate emergency.
Region VIII Training Academy
The Sheriff’s Region VIII Training Academy is at 12501 Montana Ave. and serves law-enforcement and corrections professionals across El Paso, Hudspeth, Culberson, Jeff Davis, Presidio and Brewster counties.
The current Academy telephone number is 915-273-3813.
El Paso County Tips That Prevent Common Mistakes
- Use the county Odyssey portals, not old epcountysheriff.com links. The current county Records Search page controls the jail, bond, criminal-case and warrant searches.
- Save the inmate identifier immediately. You will need it for mail and other detention services.
- Confirm whether the inmate is Downtown or at the Annex before visiting. The schedules are based on different floor or pod numbering.
- Arrive early for visitation. The last visit is approved 30 minutes before the posted closing time.
- Do not assume children can visit every weekend. Regular children’s visitation is restricted to specific first-Saturday and first-Sunday morning periods plus listed holidays.
- Use the Phoenix, Maryland address for ordinary family mail. Current correspondence is scanned electronically.
- Do not send Polaroid photos. The jail also limits the number and size of photos.
- Do not use EPCSO local background checks as a statewide record. They cover Sheriff-generated El Paso County arrest records only.
- Check whether your fingerprint recipient accepts ink cards. EPCSO says its public fingerprinting service is not electronic.
- For a current jail bond, use the bond search and bonding line. Do not rely on an old screenshot.
- Use current 915-273 numbers where the live Sheriff pages provide them. Older 538 and 546 numbers remain widely indexed online.
